Procedures, Standards, Policies, Duties, and Responsibilities of   BIS Product Certification Scheme are clearly stated in the Bureau of Indian Standards Act, 1986, BIS Rules, 1987 and BIS (Certification) Regulations, 1988 acts of India.The BIS Product Certification Scheme operates in a non-discriminatory and transparent way, As all officers are advised to maintain a very high degree of confidentiality and integrity.BIS Product Certification Scheme performs the important functions like standards formulation, certification of products, hallmarking, testing and calibration scheme and other scheme related functions.BIS product Certification Scheme allows the licensees to use the popular ISI mark on their product, which signifies the quality of products to be of higher grade.

ISI Mark

ISI mark is the most popular and recognized certification mark in the Indian subcontinent. It is a certification mark for industrial products in India.ISI Mark also denotes that the product is manufactured as per the quality standards of India and is tested and found to be of great quality.

Hallmark

The hallmark is a marking system for gold and silver jewelry that is sold in India. Hallmark certifies that the metal used is pure and does not have any impurities. It also certifies that the piece of jewelry is made by following standards laid by the Bureau of Indian Standards for quality and wellness.

Domestic Manufacturers Certification Scheme – In This Scheme, the applicant has to follow two procedures for grant of BIS license in India:

Normal Procedure for Domestic Manufacturers

The applicant is required to submit the BIS Certification application with required documents and application fee of Rs 1000  to the Branch Office under whose jurisdiction the manufacturing unit is located. After submitting the application, a scrutiny of application and  preliminary factory evaluation is carried out by a BIS officer where verification of documents and information and also product samples are tested in the Laboratory and also drawn for independent testing.if all the aspect of application is  found to be  complete and true in all respects and the samples are accepted to be of high quality, it is recorded and assigned an application number and acknowledgement that is conveyed to the applicant across the counter for future reference.BIS Certification is granted within 4 months of submission of application and after the manufacturer of product agrees to the terms and conditions of BIS Certificate Scheme.

Simplified Procedure for Domestic Manufacturers

the simplified procedure has been introduced with a view to reducing the time taken for grant of license after submission of application, the applicant submits a Lab report of the sample taken from factory premises and tested in a BIS approved laboratory along with the application for BIS Certification. After submission of application, a verification of the documents and factory premises is carried out by a BIS Officer. BIS Certification is granted if the verification visit is found to be satisfactory and the applicant agrees to implement standards of testing and inspection and to make payment of marking fee. the license is expected to be granted within 30 days..

ECO Mark Scheme  

The Scheme is being operated on a national basis and provides certification and labeling for household and other consumer products. Products which meet certain environmental criteria along with quality requirements and are prove to Eco-friendly products are issued the ECO mark which confirms the same. The procedure for acquiring a license is similar in some aspects to that of Domestic Manufacturer’s scheme.

Foreign Manufacturers Certification Scheme

The license is granted by Foreign Manufacturers Certification Department (FMCD) located at BIS Headquarters, New Delhi.Under FMCS, foreign manufacturers are granted a license for the use of ISI mark in India.
